Site Characteristics

General Site Description:
Site History:
Contamination Information: In 1987, the Portland Development Commission purchased approximately 17 city blocks in inner northeast Portland to make way for the Oregon Convention Center. Rose City Plating Works had been operating on one of those blocks since 1944. Investigations in 1988 found soil and groundwater contamination at the Rose City site. Soil contamination extended as much as 32 feet below the surface. Close to 1600 tons of contaminated soil and debris were removed from the site and properly disposed of. DEQ signed off on the cleanup, and construction of the convention center was completed in 1989. Rose City Plating, meanwhile, relocated its operations to 7884 SE 13th Ave., in the Sellwood district of Portland. (See ECSI #269 for more information on the Rose City Plating II site.)
Manner and Time of Release: Past practices; time of release unknown.
Hazardous Substances/Waste Types: heavy metals, cyanide, solvents
Pathways: Soils at the site consist of a mixture of silts, sands, and gravels, generally grading from silts near the surface to gravels at depth. The water table is approximately 60 feet below the site; the groundwater flow direction appears to be to the south-southwest. The site is now completely built over/paved over.
Environmental/Health Threats:
Status of Investigative or Remedial Action: Soil contamination (heavy metals) and groundwater contamination (cyanide and solvents) were remediated to DEQ's satisfaction in 1989. No further remedial action is planned at this time.
