General Site Description: |
This Area Wide site encompasses several hundred square miles across northern Morrow County and northwestern Umatilla County, near and around the town of Boardman. Perchlorate (also known as Perchlorate Ion, Perchlorate Salts, or Perchloric Acid) has been detected in groundwater, surface water, and soils in the area; with irrigation wells, a community well, and domestic wells being impacted. Perchlorates are used extensively in industry in the production of military explosives, rocket and missile fuels, fireworks, flares, matches, dyes, lubricants, paints, rubber products and pharmaceuticals. Perchlorates have also been found in some naturally mined nitrate and phosphate fertilizers, particularly rock fertilizers from Chile. Beginning in 1990, as part of the LUB GWMA, DEQ Water Quality (DEQ WQ) began sampling wells in the area due to elevated nitrate contamination in the water. DEQ regularly samples a network of 36 wells to monitor nitrate concentrations. In early 2003, DEQ WQ and Site Assessment staff sought to determine the source of high nitrate concentration groundwater near one of the Port of Morrow wastewater land application areas. Following DEQ review of groundwater data from several sites, and after consulting with EPA, a recommendation was made to submit some of the groundwater samples from the food processor monitoring wells for explosives and perchlorate analysis. Groundwater samples collected in June 2003 from three Port of Morrow wells located along the northern fence line of the Boardman Naval Bombing Range contained some low levels of explosives, and detected perchlorate in all three wells at concentrations ranging between 3.7 and 4.1 micrograms per liter (ug/l). Subsequent analysis of groundwater samples from 133 wells located across the LUB GWMA indicated widespread perchlorate contamination |
