L.D. McFarland Company leased the site from mid 1920s to the mid 1950s and operated a wood treating facility using creosote to treat utility poles. Operations resulted in creosote impacts to site soils and groundwater. Two significant creosote spills are documented. An estimated 10,000 gallon spill from a railroad car reportedly occurred in 1937 and approximately 10,000 gallon release occurred from an above ground storage tank in 1951 as a result of vandalism. Site investigations were conducted and a remedy (Record of Decision) selected in 2001. Phase 1 of the remedy was completed in 2001. This resulted in the cleanup of Parcel 1 (ECSI site 3331) and the construction of a temporary cap on Parcel 2 (ECSI site 887). The selected remedy for Parcel 2 is a permanent cap and institutional controls to prevent exposure to creosote-contaminated soil and ongoing groundwater monitoring to confirm that impacts to City of Milwaukie water supply wells above risk levels do not occur. Annual protectiveness reviews are conducted to confirm that the interim remedy and planned final remedy are protective.
The Site was vacant until late October 2021, when construction for the Seven Acres Apartments (formerly Monroe Apartments) development began onsite. Parcel 1 has been remediated to DEQ
residential use exposure scenarios as part of the Phase I remedial action, completed in 2001. A Certificate of Completion for the Phase I work was received from the DEQ in a letter dated July 11,
2002 (DEQ 2002). Parcel 2 is in the process of being capped and remediated to DEQ occupational/commercial use exposure scenarios as part of the Phase II remedial action in accordance with the Phase II Design Report (Aspect, 2020).
