Work is ongoing at the Portland Harbor/Willamette River River Mile 11 East (RM11E) area, under the direction of EPA Region 10, to support remedy selection and implementation in the area. Remedial action will be based on the january 2017 ROD issued for Portland Harbor by EPA. The RM11E area is an important area within the Harbor, being located at the most upstream end of the study area and containing high concentrations of contaminants, notably PCBs. It has been identified as an "early action" area by EPA. Important investigation work elements completed in the past few years under EPA have included: a) upland groundwater and riverbank investigation efforts; b) sediment investigation; c) porewater investigation; and d) remedy implementability analysis.
In January 2018, an Administrative Steelement Agreement and Order on Conset for Supplemental RI/FS Work and Remedial Design, Amendment No. 1, was complete by EPA and the RM11E Group parties.
In March 2018, a draft Basis of Design Report WP was submitted to EPA, and included DEQ review and comment. A revised document (BODR WP) was submitted to EPA.
In May 2018, a Recontamination Assessment (upland and in-water) was submitted to EPA on behalf of the RM11E Group. The document is currently under review.
