[June 2016] The site consists of the City of Troutdale owned, former wastewater treatment plant property (tax lots R320520 400 and R320650 500) and the Eastwind Development LLC property to the south (tax lots R320485 100 and R320654 600). Previous uses were agriculture and wastewater treatment plant (city-owned property) and a wool pullery and slaughterhouse (Eastwind property). The site is slated for development of a conference center, hotel/spa, retail/commercial (no residential use), and a nature trail along the Sandy River.

Investigations of soil and groundwater began around 2005, with analyses for petroleum-related contaminants, volatile organic compounds, heavy metals, PCBs, and pesticides. Samples collected from the City-owned portion of the site were within acceptable risk criteria for human health and the environment. However, soil levels exceeded DEQ’s Clean Fill criteria, and must be managed during site development in accordance with a DEQ-approved Contaminated Media Management Plan. DEQ made a No Further Action determination for the City-owned tax lots in April 2015.

An investigation of the Eastwind property was conducted using EPA Brownfield assessment funds between 2014 and 2017. An interim removal action was completed in December 2015 that included the removal of over 5,000 tons of buried sheep pelt/material from a 13,719-square-foot area. This material was disposed of at a putrescible waste landfill in Wasco Co. The pit was backfilled with soil from the Parkrose Middle School site improvement project. The City of Troutdale's Urban Renewal Agency entered into a consent judgment Prospective Purchaser Agreement (PPA) with DEQ that includes: 1) Revision of the June, 2017 Remedial Investigation report to include incorporating the urban residential receptor, 2) Development of a Contaminated Media Management Plan, 3) Evaluating the stormwater conveyance system on the property, and 4) Filing an Easement and Equitable Servitude (EES), if needed, restricting groundwater use and requiring maintenance of a protective cap. A public notice/comment period for the proposed PPA ran from December 1- December 31, 2017 with no comments received. THe PPA was signed and filed with Multnomah County Court in February, 2018. Beginning in August, 2018, the City of Troutdale will demolish all site structures and grade the property to prepare it for future development, which is to-be-determined. Soil will be sampled and only imported to the property if laboratory analysis shows that it meets DEQ's Clean Fill criteria and urban residential risk-based concentrations. The site work is being conducted under a Contaminated Media Management Plan, with oversight by an environmental consultant, DEQ, and other regulatory agencies.
