[Nov. 2022] Permapost is an active wood treatment and preserving facility that has been operating since 1961. From 1961 to 1984, all process wastewater, sludge, fuel oil, excess treatment solution, cleaning solutions, and periodic rainfall was collected in an unlined lagoon impoundment located in the northwest corner of the site. In 1976, a second unlined lagoon was constructed. In 1980, a third unlined impoundment was constructed south of the primary and secondary lagoons to handle ponding stormwater.
In 1981, Permapost installed an oil/water separator as part of the treatment process. Prior to 1981, all oil/water waste was directly discharged to the primary disposal impoundment. The lagoons have been filled and paved, and are now regulated as closed RCRA landfills. The entire NW portion of the site is under RCRA corrective action and corrective action monitoring.
Results of sampling performed on-site in areas outside of the RCRA Corrective action area, found high concentrations of arsenic and dioxins/furans. This included high concentrations along property line with residential properties. Sampling of the residential properties is underway.
