(11-22-2021 DEH) The former Eugene Manufactured Gas Plant site is located on the Willamette River in downtown Eugene. The plant operated from 1907 until 1950. Contamination from the plant consisting of petroleum related MGP waste contaminated soil and groundwater at the site and adjacent to the river. DEQ approved final remedial design plans in early 2019.
Cleanup of contaminated soil and MGP waste, as well as river bank stabilization were completed between September and December 2019. EWEB developed a Site Management plan in May 2020 and recorded a deed restriction on the property on August 6, 2020 to prohibit groundwater use and to manage and inspect the cap and bank stabilization areas. DEQ has determined that the cleanup is complete (with ongoing institutional and engineering controls), and issued a Certification of Completion on 12/22/2020.
The City of Eugene purchased the site under a Prospective Purchaser Agreement (PPA) in October 2021. The city will use the site for access to its new downtown Riverfront Park development. The city must comply with the Easement and Equitable Servitudes recorded on the property and the approoved Site Management Plan
