The Reynolds Metals Company (RMC) site is the location of a former primary aluminum production facility, which operated from 1941 to 2000. The United States Environmental Protection Agency (EPA) placed the RMC site on the Superfund National Priorities List in December 1994. RMC subsequently conducted several early cleanup actions, including time-critical removal actions in areas identified as high priority source areas of contamination. EPA issued a 2002 Interim Record of Decision requiring soil cleanup actions of other source areas which are complete, and a groundwater system has been installed and is operational. In 2000 Alcoa acquired RMC and initiated extensive demolition from 2003 into 2006, and associated soil sampling and removal activities under EPA and DEQ oversight. The final selected remedy is documented in the 2006 Record of Decision issued by EPA, and DEQ concurred with the selected remedy. Ongoing remedial action consists of continued operation of the groundwater extraction system until groundwater cleanup levels are achieved, monitoring and maintenance of capped areas, and institutional controls to ensure protection of future users of the site. EPA conducts 5-year reviews of the project and the third 5-year review was completed September 2018. EPA also published an optimization review report on the groundwater extraction system.
The majority of the property was purchased by the Port of Portland in 2008 and is in the process of developing the site, also referred as Troutdale Reynolds Industrial Park (TRIP). FedEx purchased the first TRIP lot and constructed a state-of-the-art distribution center with plans for expansion. A study (https://semspub.epa.gov/work/10/100024770.pdf) conducted by the EPA showcases economic and community benefits following the redevelopment of former the Superfund site by the Port of Portland. According to the report findings, the 700-acre TRIP is projected to support nearly 3,500 jobs when fully developed and will generate $46 million in annual state and local taxes. Other key study findings illustrate the long-term benefits of this investment including: 1) In 2014, TRIP properties generated over $1.2 million in property taxes; 2) Preservation of over 300 acres of natural buffers along the Columbia and Sandy rivers and Salmon Creek; 3) Extension of 3.5 miles of recreational trails connecting to the 40-Mile Loop regional trail system; and 4) Improvements to local roadways and the I-84 interchange, reducing congestion and enhancing safety.
