Boise Cascade - St. Helens

(December 2012) The Boise St. Helens Pulp and Paper Mill site is located in St. Helens, Oregon. The mill was constructed in the 1920s. Until 1969 the wastewater from the mill was discharged to Multnomah Channel. After 1969 wastewater was discharged to the St. Helens Treatment Plant under an agreement between the City of St. Helens and Boise. The project has been divided between the upland area and the in-water area. The upland area has been managed under an approach to ensure that contaminants are not migrating from the site and site workers are protected but a complete investigation and cleanup, if necessary, is not proceeding at this time. The sediment investigation and risk assessment were completed. An FS work plan and an additional investigation for the FS was completed. DEQ is reviewing the proposed approach to the feasibility study in light of the data from the additional investigation. Following extensive negotiation and discussion, in February 2020, OfficeMax and DEQ came to agreement on Remedial Action Objectives (RAOs) and applicable background/risk-based concentrations to be used in the FS for the in-water cleanup. DEQ is currently reviewing proposed Remedial Action Alternatives to be evaluated in the FS. FS should be completed in mid-to late 2020.
