(December 2012) The United States Environmental Protection Agency is conducting the cleanup at the Northwest Pipe and Casing site. Soil contaminanted above cleanup goals was excavated, treated, and returned to the site pursuant to the Soil Operable Unit Record of Decision. A two foot cap was placed on Parcel B of the site. The soil cleanup has been completed. The Groundwater Operable Unit Record of Decision requires cleanup of groundwater to meet cleanup goals. The primary contaminants in groundwater are volatile chlorinated compounds such as trichloroethene and tetracholoroethene. The initial cleanup approach of groundwater circulation wells was implemented but was determined not to be effective. An interim action to remove mass in one of the source areas was completed and groundwater monitoring is continuing. An additional source area was identified in 2011 after groundwater modeling was completed. An additional removal action was completed in 2015. An amendment to the ROD to address groundwater contamination will be considered by EPA after sufficient groundwater monitoring results are available to evaluate the effectiveness of the interim actions.
(1/3/2017) An optimization report was completed in 2016. Recommendations in the report are under consideration. Following implementation of the the recommendations the groundwater remedy will be reconsidered.

EPA has finalized a Data Gap Report that summarizes current site conditions, data gaps needed to develop and evaluate other groundwater treatment alternatives, and investigative tasks to address the data gaps.
Cleanup is complete in the Soil OU. Operation and Maintenance are DEQ’s responsibility, which has been transferred to ODOT for the soil cap, and Clackamas County Development Agency (CCDA) as the current site owners.
For the GW OU, EPA is evaluating next steps, which will inlcude annual groundwater monitoring. The next EPA 5-year review will be in 2021.
