DEQ has completed the UIC WPCF Stormwater templates. During development of the templates, DEQ received many comments and suggestions from permit applicants and the public. This input was greatly appreciated and vital to the process.

Introduction

Owners with Underground Injection Control (UIC) systems that cannot be Authorized by Rule must apply for an individual UIC Water Pollution Control Facility (WPCF) permit or close the UICs. DEQ's UIC Program developed WPCF permit templates for municipal and industrial/commercial facilities. The templates will be used as a guide for format and content to assist DEQ in the development and issuance of individual permits. An individual permit will be developed for each applicant and the permit may differ from the template. Each permit will be tailored to the specifics of the system based on the characteristics of the system and the unique geologic and geographic conditions.

Template Development Process

The WPCF permit template development process was open to the public for informational purposes and to encourage public input. DEQ held three informational public meetings and accepted comments as part of the development of these templates.

Permit Issuance

DEQ will begin writing and issuing individual WPCF permits after the templates are developed. The permits will be written using the templates as a guide for format and content. Individual UIC WPCF permits may differ from the templates as each permit will be tailored to the specifics of the system and unique geologic and geographic conditions. All draft individual UIC WPCF permits will be available for public review and comment.
