319 Grants Fiscal Year 2014

The 2014 Oregon 319 Nonpoint Source Implementation Grant cycle has begun.

The Oregon Department of Environmental Quality (DEQ) announces the availability of Nonpoint Source (NPS) Grants to support implementation and planning projects that address water quality problems in surface and groundwater resources resulting from nonpoint source (NPS) pollution. DEQ is seeking Pre-proposals from government agencies, tribal nations and nonprofit organizations for projects that will lead to the restoration of beneficial uses in impacted water bodies.

In Oregon, approximately $900,000 of federal grant dollars are expected for 2014, pending EPA budget approval. Funding and oversight of selected proposals will be administered by the DEQ NPS Water Quality Program staff.

The 2014 solicitation process consists of two phases: a pre-proposal phase and the final application phase (refer to Table 2 for important dates for the 2014 NPS grant cycle). Benefits to applicants of the pre-proposal process include:

  • simplified process for matching project ideas to DEQ’s priorities
  • increased focus on achieving your desired results
  • technical assistance and guidance from DEQ staff to develop final proposal, budget, and project that meet EPA 319 program requirements
  • reduced risk to applicant of investing time and resources to develop a full proposal that may not be funded.

Pre-proposal: Pre-proposals are due by 5:00 pm, January 10th, 2014 (see Table 1 for locations and Section 7 for submittal requirements). Pre-proposals will be evaluated by DEQ staff to identify those projects that best address the State’s nonpoint source priorities (see Section C). Successful applicants will be contacted and interviewed. If your initial proposal is selected for further consideration, you will be invited to work with DEQ staff to develop a final application.
