Rulemaking

DEQ administers the Clean Water State Revolving Fund loan program under Oregon Administrative Rules Chapter 340, Division 54. DEQ must also meet requirements under Oregon Revised Statutes and the federal Clean Water Act and ensure program administrative rules address these requirements.

Rulemaking Amendments to Clean Water State Revolving Fund Program Rules

DEQ updated and amended the CWSRF loan program’s administrative rules in 2012. The Oregon Environmental Quality Commission adopted the amended rules that are now effective.

DEQ amended CWSRF loan program administrative rules in 2009 and 2010 to address federal requirements under the 2009 American Recovery and Reinvestment Act and the 2010 Appropriation Act. These rulemakings ensured timely and effective implementation of federal requirements.
