Technical Workgroup on Monitoring Priority Persistent Pollutants 

DEQ assembled a group of individuals representing expertise in pollutant laboratory methods and monitoring and research. This group is tasked with informing DEQ about technical considerations for municipalities’ 2010 effluent screening of pollutants on the Priority Persistent Pollutant (P3) List. This workgroup will discuss key decision points such as the number, type, and timing of samples necessary to determine whether a particular municipality must develop a pollution reduction plan for a P3-listed pollutant. The workgroup will also discuss evaluation of the monitoring data to determine whether a trigger level has been exceeded.

The workgroup is tasked with providing focused and specific advice to help DEQ make decisions. The workgroup is not a decision-making body.

This group includes experts in the following areas: methodology for data collection in effluent, ambient water, sediment &/or tissue, laboratory procedures, and quantitative analysis.

Workgroup Members include:

  • Researcher: Jennifer Morace, US Geological Survey (USGS)
  • Large municipal lab: Dwayne Linnertz, Bureau of Environmental Services (BES) or Chuck Lytle, BES
  • Environmental group monitoring expert: Catherine Corbett, Lower Columbia River Estuary Partnership (LCREP)
  • Industry group monitoring expert: Jeff Louch, National Council for Air and Stream Improvement (NCASI)
  • Environmental Engineer: Bob Baumgartner, Association for Clean Water Agencies (ACWA)

DEQ staff include:

  • DEQ Permitting staff: Spencer Bohaboy
  • DEQ Laboratory staff: Lori Pillsbury, Aaron Borisenko, and Brian Boling
  • DEQ SB 737 staff: Cheryl Grabham and Bruce Hope

This informal workgroup will communicate primarily by email and telephone with one or two in-person meetings during late fall and early winter 2009. The work will be completed by January 2010.
