Local ProjectsLakeside Reclamation Landfill and Compost FacilityGrabhorn, Inc. operates a compost facility in Washington County. The company operated a landfill named Lakeside Reclamation Landfill that closed in 2009 under a DEQ landfill closure permit. Remedial InvestigationLakeside Landfill is working with the DEQ Environmental Cleanup program to evaluate landfill runoff impacts to groundwater and the Tualatin River. Lakeside Landfill prepared a feasibility study evaluating a range of technologies and strategies to address groundwater contamination from the landfill and the contamination seeping into the Tualatin River.
Lakeside LandfillDEQ continues to regulate the former landfill under a closure permit that identifies post-closure maintenance activities that are required for 30 years after the landfill closed. The permit requires ongoing groundwater and landfill gas monitoring, maintenance of the closed landfill and landfill cover, and financial assurance to make sure the landfill can be monitored and maintained for the 39 year post- closure timeframe.
Compost FacilityThe Environmental Quality Commission adopted amended composting rules that became effective September 14, 2009. DEQ asked all compost facilities permitted prior to the rules to submit a new Land Use Compatibility Statement, also know as a LUCS. As an alternative, compost facilities can provide verification from the appropriate local jurisdiction that is existing LUCS is compatible with the local comprehensive land use plan. Grabhorn, Inc. submitted a new compost permit application as required by the revised compost rules. DEQ asked Grabhorn, Inc. and Washington county to verify land use for the compost operations. Grabhorn, Inc. requested additional time to work with Washington county to obtain confirmation of land use compatibility. Grabhorn, Inc. has filed in state court to compel Washington County to grant a nonconforming use for the compost operations. Until the lawsuit is resolved, DEQ is allowing Grabhorn, Inc to continue to operate the compost facility under its expired compost permit.
