Bradwood Landing LNG

Northern Star, LCC proposes a major natural gas energy project for Bradwood, Oregon, located between Astoria and Clatskanie on the Columbia River. The project has two distinct, complementary facilities: a liquefied natural gas (LNG) terminal and a gas transmission pipeline that would run from the site to the vicinity of Port Westward and then under the Columbia River into Cowlitz County, Washington. DEQ is responsible for drafting, issuing and ensuring compliance with necessary environmental protection permits for this proposed project.

  • Permit Application Status Update
  • DEQ is reviewing air and water quality permit applications for the proposed Bradwood Landing facility:

    The DEQ permits must be consistent with local land use plans and statewide land use goals. DEQ cannot draft permits until the state acknowledges Clatsop County's newly amended land use plans and regulations related to the proposed LNG facility. The Oregon Land Use Board of Appeals is reviewing, on appeal, these amended land use plans and regulations. The state expects the Land Use Board of Appeals’ decision in Spring 2010.  This decision may be appealed to the Oregon Court of Appeals.

    DEQ is reviewing the Clean Water Act Section 401 Certificate application. In November, 2009, DEQ communicated to Northern Star a request for additional data collection and analysis, based on recommendations from an independent third party review. The analysis looks at how the proposed dredging would change the way water and sediment moves through the river and down Clifton Channel and how this could affect water quality and fish habitat.

    DEQ and the National Marine Fisheries Service agree about the independent third party review recommendations and both agencies have requested additional data collection and analysis required to complete each agency's  process.

  • Governor Requests FERC Rehearing on Bradwood Landing
  • On Sept. 18, 2008, the Federal Energy Regulatory Commission (FERC) approved the Bradwood Landing LNG terminal proposed by NorthernStar LLC. (See FERC news release).

    On Oct. 20, 2008 Governor Ted Kulongoski  filed a request for a rehearing on the Bradwood Landing liquefied natural gas facility, citing both environmental and procedural concerns. A rehearing is the final administrative step the Governor must take before legal action can be initiated. (See State of Oregon news release). The state’s appeal is pending.
