Troutdale Energy Center proposes to construct and operate a 653 megawatt electric generating plant at the former Reynolds Aluminum site in Troutdale. Troutdale Energy Center proposes to generate electricity with three natural gas turbines, with diesel as a backup fuel. The turbines would emit primarily oxides of nitrogen, carbon monoxide and particulate matter. The facility would use treated wastewater from the Troutdale Water Pollution Control Facility and groundwater for its operations and discharge wastewater into the Sandy River.
