DEQ Fines Harrisburg Contractor $1,425 For Asbestos Removal Project Notification Violation in Halsey

The Oregon Department of Environmental Quality has issued a $1,425 penalty to Atez, Inc., for failing to provide the state with proper notification before conducting an asbestos removal project at the Cascade Pacific Pulp Mill in Halsey, Ore.

 

On Jan. 5, 2012, the company began an emergency asbestos abatement project on approximately 500 linear feet asbestos containing cable at the mill. As a licensed asbestos contractor in Oregon, Atez, Inc. was required to submit an emergency notification and processing fee to DEQ within three days of starting the project. The company did not send DEQ the proper notification and accompanying fee regarding the asbestos project until nearly a month later, on Feb. 10.

 

The asbestos project notification requirement is important because it is the only means by which DEQ is made aware of asbestos abatement projects. Without notification to DEQ, the state is not able to inspect projects to ensure they’re being conducted safely and in compliance with applicable regulations.

 

In assessing the penalty, DEQ noted that this was the second notification violation by Atez, Inc. in two years concerning an asbestos abatement project.

 

The company has until May 9 to appeal the penalty.
