Background: The former Blue Heron Paper Company used the lagoon on the 16-acre property as a settling pond for the treated wastewater from the paper mill. Clackamas County Service District No. 1 and Tri-City Service District are buying the property from the Blue Heron Paper Company’s bankruptcy trustees. This project does not involve the former Blue Heron Paper Company’s mill property.
DEQ proposes to enter into a consent order for a prospective purchaser agreement with the districts which outlines the districts’ responsibilities for investigating and cleaning up contamination on the property.
