DEQ Issues $7,200 penalty to North Coast Retail for stormwater discharge permit violations in Warrenton

The Oregon Department of Environmental Quality has issued North Coast Retail, LLC a $7,200 penalty for violations of its stormwater discharge permit at its North Coast Retail Center development site, located at Highway 1010 and 19th St. in Warrenton.

DEQ issued the penalty because North Coast Retail failed to amend its erosion and sediment control plan to include additional construction activities at the site as required by the company’s construction stormwater discharge permit.

Oregon law requires a permittee to update a control plan because failure to ensure adequate controls are in place may lead to an increased sediment discharge to rivers and streams. Sediment is harmful to fish and other aquatic life.

The company has until May 8 to pay or appeal the penalty.
