Beneficial Use of Solid Waste  

In Oregon and elsewhere, awareness of potential opportunities to convert wastes to resources is increasing. Beneficial use of solid waste is a sustainability practice that may involve using an industrial waste in a manufacturing process to make a product or using a waste as a substitute for construction materials. DEQ worked with stakeholders to scope beneficial use issues, and in 2010 completed a beneficial use rulemaking process. Some examples of beneficial uses are:

  • Spent foundry sand from the steel industry used as a substitute for virgin sand in making concrete
  • Scrap asphalt roofing shingles as a component of asphalt pavement for roads
  • Upland placement of dredged sediments for construction fill

Rules

The Beneficial Use of Solid Waste rules were added to Oregon Administrative Rules Divisions 93 and 97:

  • 340-093-0030 (1), (12), (13) and (80) Definitions for acceptable risk level, beneficial use, beneficial use determination and sensitive environment

Environmental Quality Commission Adoption

The EQC adopted the Beneficial Use of Solid Waste Rules on April 30, 2010. The rules were filed with the Secretary of State and became effective on May 14, 2010.
