Program News

Oregon’s Electronics Recycling Law, enacted in 2007, established the Oregon E-Cycles Program. The law requires manufacturers of televisions, computers (desktop and portable), and monitors to provide and finance a statewide recycling program for these products. DEQ oversees implementation of Oregon E-Cycles.

Oregon E-Cycles Collections Determination for 2013

DEQ has determined the total weight of computers, monitors and televisions that will be collected under the Oregon E-Cycles program in 2013, the 2013 Collections Determinations. DEQ used that total weight to determine the minimum recycling obligation (return share by weight) for each participating electronics manufacturer for 2013.

Rulemaking - Manufacturer Registration Fees

In November 2011, DEQ initiated a rulemaking process to change the registration fees that electronics manufacturers pay for Oregon’s E-Cycles program. DEQ formed a Registration Fee Advisory Committee to help evaluate options for revising the registration fees and develop a proposed fee structure that will cover DEQ’s costs for administering Oregon E-Cycles. DEQ plans to meet with the Advisory Committee through early 2012 and to propose a fee structure to the Environmental Quality Commission for adoption by rule by Spring 2012.

Program Development, Policy and Operations

Soon after the Electronics Recycling Law was enacted, DEQ formed an Oregon E-Cycles Advisory Work Group of diverse stakeholders to provide input on Oregon E-Cycles program development, policy and operations. That Work Group met through 2010; DEQ plans to reconvene the Work Group during 2011.
