Union Pacific Railyard Cleanup, Eugene - DEQ Environmental Cleanup Process

DEQ's Environmental Cleanup Section protects human health and the environment by identifying, investigating, and remediating sites contaminated with hazardous substances.

Operating under statutes/rules designed to prevent unacceptable exposure risks, DEQ uses risk-assessment tools to develop site-specific cleanup levels. These levels depend on the nature and extent of contamination, current and reasonably likely future uses of land and water, and related factors. The Eugene Railyard project is in the DEQ’s Voluntary Cleanup Program (VCP). The DEQ provides oversight to Union Pacific to investigate and clean up the Railyard site in a voluntary, cooperative manner. DEQ recovers its costs for providing this oversight from Union Pacific. This is very similar to the "polluter pays" principle that is used by the United States Envoronmental Protection Agency (EPA) under the Superfund law to pay for cleanup of hazardous waste sites.
