Emergency Response ProgramShipping Transport of Aquatic Invasive Species Task ForceSenate Bill 643 (2007) created Oregon’s Task Force on shipping-related transport of aquatic invasive species to study and report on ways to further combat the introduction of non-indigenous aquatic species to state waterways. In 2010, the task force developed recommendations to enhance ballast water management program activities by adding an additional half-time position at DEQ dedicated to vessel inspections and compliance verification monitoring. In conjunction with that effort, the group recommended establishing a vessel arrival fee that would generate roughly 50 percent of funds needed to support ballast water management activities at DEQ (Senate Bill 81). These recommendations went into effect Jan. 1, 2012 after endorsement by the Governor and 2011 Legislature. The task force had a sunset date of January 2012 and as a result has officially expired. However, the group unanimously recommended continuation of its activities to evaluate developments in vessel management policies at the regional and national levels to assess their efficacy for preventing aquatic invasive species introductions to Oregon waterways. The 2013 Legislature will consider re-establishing the task force.
