If your vehicle fails the test

Of the approximately one million vehicles DEQ tests each year, about 10% fail the emissions test. Any vehicle, new or old, that has malfunctioning emission controls or is poorly maintained may emit excess pollution. On average, these vehicles emit three to four times more pollution than standards allow for new passenger cars. Many of those that fail simply require proper tuning before being retested. There is no charge for the test if you fail.

Adjustment or repairs may be made by anyone -- a garage mechanic, auto dealership, service station technician, or yourself. Oregon law prohibits disconnecting, altering or modifying required pollution control equipment. DEQ will check for specific pollution control equipment. If this equipment has been removed or modified, it won't pass the vehicle inspection test. The equipment must be reinstalled or repaired. It is also illegal to undo modifications made to your vehicle that were performed specifically to make your vehicle meet current emission standards.

If your vehicle fails the test, you will receive a print-out of the test results that indicates the reason for failure. These "fail forms" will help you and your auto repair technician determine potential problems with your emissions control system.

DEQ-Recognized Automotive Repair Shops

DEQ maintains a list of Recognized Auto Repair Shops in the Portland and Medford areas. The list is not a recommendation. The list is simply a consumer guide to repair facilities that have the required diagnostic equipment and trained technicians available to make emission testing related adjustments and repairs.

Estimated Cost of Repairs

Costs depend on the nature of the repair. Newer vehicles may be covered by a manufacturers warranty entitling owners to free repairs at a dealership or other authorized repair facility. Check your vehicle's warranty documents.

Alternative Options

  • Clean Air Partners Program
    Low-income residents in the Portland area can also participate in the Clean Air Partners Program (CAP). To qualify the vehicle must be 1996 or newer, fail the OBD test and require minor repairs to the emission control system. CAP collects donations and uses the funds to help those in need repair their vehicles, pass the vehicle inspection test and drive cleaner, less polluting vehicles.   • DMV Trip Permits
    Trip permits are not available from DEQ. You must obtain trip permits from a DMV Office. Since January 1, 2002, a vehicle may be issued only two 21-day trip permits in a 12 month period. The fee for a 21-day trip permit is $30.
