Nonattainment areas

Nonattainment means that a geographic area has not consistently met the clean air levels set by the U.S. Environmental Protection Agency in the National Ambient Air Quality Standards (NAAQS). Legal descriptions of these areas are available in Oregon Administrative Rules, Chapter 340, Division 204-0010.

Current Nonattainment areas in Oregon

  • Eugene/Springfield Urban Growth Area (under the authority of the Lane Regional Air Protection Agency) - Nonattainment area for PM10
  • Oakridge Urban Growth Boundary (under the authority of the Lane Regional Air Protection Agency) - Nonattainment for PM10
  • Salem-Keizer Area Transportation Study - (Map PDF) Nonattainment for Carbon Monoxide and Ozone.

In June, 2007 the Environmental Quality Commission (EQC) redsignated the Salem-Keizer area to attainment of the National Ambient Air Quality Standard for carbon monoxide (CO) and approved the Salem-Keizer CO Maintenance Plan. This action will be finalized only after it is approved by the U.S. EPA under the federal Clean Air Act as a revision of the State Implementation Plan.
