DEQ formed an advisory committee to provide input for proposed rules creating a state low carbon fuel standard authorized by the 2009 Legislature. |Collapse All ContentBackgroundThe 2009 Oregon Legislature adopted House Bill 2186, which authorized the Environmental Quality Commission (EQC) to adopt a low carbon fuel standard for transportation fuels. Oregon's standard would reduce the average amount of greenhouse gas emissions per unit of fuel energy by 10 percent from 2010 to 2020.
Advisory Committee MembershipDEQ recruited a diverse group of stakeholders with the expertise to help DEQ develop effective low carbon fuels standards that meets Oregon's needs. Members committed to giving input on the wide range of policy and technical issues and DEQ sincerely appreciates their time and assistance. Advisory Committee ProcessDEQ staff prepared discussion papers or made presentations so that each advisory committee member had a minimum level playing field of information. This was a critical step in the process to ensure that all members could make informed recommendations not only in their areas of expertise, but for all aspects of the program. Often, there were several options presented of how the program could be designed to implement the standards. A summary of the discussions was prepared after each meeting. DEQ often allowed time after the meeting for advisory committee members to submit comments. Discussions were productive and involved and DEQ received input that substantially improved the proposed design of the Low Carbon Fuel Standards. Advisory Committee Exit SurveysAt the conclusion of the advisory committee in Dec. 2010, DEQ asked each committee member to share any final thoughts they have about specific technical or policy issues discussed, about DEQ's proposed LCFS program design as a whole, or about the advisory committee process. This document is a compilation of those exit surveys: Advisory committee meetings are completed. Information will remain posted here for documentation purposes.
