Small Business Compliance Advisory Panel 

The Small Business Compliance Advisory Panel (CAP) consists of eight members representing the general public, small business, Lane Regional Air Protection Agency (LRAPA), and Oregon Department of Environmental Quality (DEQ). The CAP serves in a voluntary advisory capacity. Its goal is to increase the effectiveness of Oregon's Air Quality Small Business Assistance program, which is designed to help small businesses better understand environmental regulations and provide them with technical assistance.

Facilitated by the DEQ Ombudsman, the CAP meets on a regular basis to discuss issues and projects related to small business environmental compliance and regulatory streamlining. The CAP reviews business assistance materials to ensure clarity and ease of understanding, researches new air quality pollution prevention technologies, and reviews regulatory issues involving small businesses for accuracy and fairness. The group also recognizes businesses that take a leadership role in pollution prevention and proactive compliance. .

Stephan S. McConnel

Stephan was appointed in 2010 by Governor Kulongoski to represent the public. Stephan is a retired partner in Moss Adams LLP where he focused his career in the tax practice. During his professional career, he worked with companies in the lumber and wood products industry, health care, hospitality and manufacturing. He is a former chair of the Oregon Society of CPAs, has served on the Oregon Board of Accountancy, the Oregon Board of Psychologist Examiners and on various committees with both the National Association of State Boards of Accountancy and the American Institute of CPAs.

Robert R. Calo

Robert was appointed in 2010 by Governor Kulongoski to represent the public. Bob co-chairs Lane Powell's White Collar Criminal Defense, Regulatory Compliance and Special Investigations Practice Group. Prior to joining Lane Powell, Bob was a federal prosecutor for 17 years in Los Angeles and Philadelphia. During this time Bob tried criminal jury trials and conducted federal grand jury investigations. Bob has extensive experience in investigations involving bank and securities fraud, corporate embezzlement, bankruptcy fraud, health care fraud, mail fraud and environmental crimes and money laundering offenses. Bob has served on several national task forces and working groups. Since joining Lane Powell in 2005, Bob has represented companies and individuals in connection with whistleblower allegations, internal investigations by companies, and administrative, civil and criminal investigations by the government.

Kevin Emerick

Kevin was appointed by the Senate President in 2010 to represent small business. Kevin has a Bachelor of Science in Business Administration from Portland State University and has completed the certificate program for Sustainability Leadership from University of Oregon. As Environmental, Health and Safety Manager for the past 20 years he has experience in managing workplace safety, employee wellness, toxic chemical reduction, hazardous and solid waste, air emissions, storm water, corporate sustainability, product stewardship and energy management. He also is an advocate for combining waste elimination principals of Lean Manufacturing with environmental concerns known as Lean & Green. He was an adviser in the development of EPA's resource guide called "The Lean and Chemical Toolkit." He has also presented on the implementation and benefits of targeting environmental waste.

Roald Berg

Roald was appointed in 2006 by the House Minority Leader to represent small business. Roald has a Bachelor of Arts in Chemistry from Linfield College in McMinnville, Oregon, 12 years of experience as an Environmental and Safety Manager and over 30 years of training and experience in the regulatory field. He is certified in hazardous material management, has conducted OSHA Hazard Communication and Chemical Hygiene training and has developed and monitored ISO 9000 environmental programs. Roald is currently the owner of Berg Environmental Consulting and provides expertise to industry on a broad range of environmental issues. He has been an environmental chair on the Pacific NW Society of Coatings Technology and is our CAP expert on architectural coatings.

Tammy Thompson

Tammy was appointed in 2004 by the Senate Minority Leader to represent small business. Tammy joined the family business, Campbell's Cleaners, in Corvallis, in 1994 as Vice President. She has a bachelor's degree in accounting from Oregon State University. In 1995, Tammy attended the International Fabricare Institute's (IFI) Advanced Dry Cleaning School. She also attended IFI's Wet Cleaning School, Aqua Clean's Wet cleaning training in New York and Kirk's leather cleaning school in Chicago. She has been a member of the Oregon Dry Cleaning Association since 1995 and served as President of the Association for 2004. She is a member of the Corvallis Morning Rotary Club and past secretary and foundation chair.

John A. Emery, PhD

John was appointed in 2005 by the Speaker of the House to represent small business. He is an environmental scientist with over 20 years experience in managing a wide variety of environmental issues, including air quality, water quality, solid and hazardous wastes, storage tanks, site remediation and chemicals in the workplace. John received his PhD in Wood Chemistry from Colorado State University. He is currently Environmental Director for Timber Products Co. in Medford, Oregon where he has responsibility for environmental compliance for nine facilities. He has published numerous papers on wood chemistry, wood finishes, formaldehyde and wood chemicals as they relate to air pollution.

Max Hueftle

Max was reappointed to the CAP in 2010 by Frances Hartwell, former CAP Chair. He represents Lane Regional Air Protection Agency (LRAPA). Max's background is in Chemical Engineering. He began working for LRAPA in 1998 as an engineering intern and is currently an industrial permit writer for sources of all types and sizes. He has also served as LRAPA's Air Toxics Coordinator since 2000.

John Taylor

John was reappointed to the CAP by Oregon DEQ Director Dick Pedersen in 2010 to represent the DEQ Air Quality Program. John has a background in biology and education and was a high school science and biology teacher in Oregon and New Zealand. He has worked for the Oregon DEQ since 1986 and currently assists small business owners located in Benton, Lincoln, Linn, Marion, Polk and Yamhill counties in finding and implementing practical, cost-effective solutions to air quality and other environmental problems

Robert Anderson – Honorary Member

Bob was appointed in 2004 to represent small business and served until his replacement in 2010. Bob has over 30 years experience in the automotive repair industry and is president and co-owner of AJ's Auto Repair in Salem. He has served on the Northwest Automotive Trades Association and the Automotive Service Association of Oregon. Bob was instrumental in developing environmental programs designed to minimize the automotive industry's impact on our environment. He has received numerous awards for being an industry leader, including the Governor's Toxic Use Reduction Award, the National Excellence Award: Top Shop in the Nation, and Oregon's Small Business Person of the Year. We are proud to recognize Bob as a past member and current honorary member of the CAP.
