B. Informational item: Recommendations on Clean Water State Revolving Fund rule amendments
DEQ staff will co-present this item with a representative of the Clean Water State Revolving Fund advisory committee. The presentation will explain the final report and recommendations for future rule amendments from the Clean Water State Revolving Fund advisory committee.

C. Action item: Title V permit fee increase rulemaking
DEQ staff will present proposed rules for the Air Quality Division Title V permit program for commission action. The proposed action would increase fees in the Title V permit program. This proposed rulemaking is part of a two-phase fee increase request for the program. The two phases correspond with established permit fee payment cycles.

D. Action item: E-Cycles rulemaking
DEQ staff will present proposed rules for the Oregon E-Cycles program for commission action. The proposed action would revise registration fee rules for the Oregon E-Cycles Program.

E. Informational item: DEQ annual financial report
DEQ staff will present the agency’s annual financial report. The commission chair is responsible for certifying DEQ’s budget information, currently scheduled for the August 2012 EQC meeting, prior to the agency submitting its budget request for legislative approval.

item: Budget and legislative items update
DEQ staff will present an update about the state and agency budget development processes, and note any legislative developments since the last presentation at the April 2012 EQC meeting.

G. Informational item: Portland Air Toxics Solutions
DEQ staff and members of the Portland Air Toxics Solutions advisory committee will present information about the project, the committee’s report and recommendations. DEQ has completed work with the Portland Air Toxics Solutions Advisory Committee and opened a public comment period May 11 to gather input on how DEQ may use the advisory committee recommendations. The commission will have an opportunity to hear from committee members at the June meeting before the comment period closes June 22. In August 2012, the commission will consider the recommendations and next steps.

H. Portland Air Toxics Solutions public comment period
At 3:45 p.m., the commission will open a public comment
period specifically for people to comment on the Portland Air Toxics Solutions
project, committee report and recommendations. This agenda item is scheduled for
75 minutes, but time allotted may be extended or shortened at the commission’s
discretion. All people wishing to comment must complete request-to-speak forms
and the commission may limit times based on the number of people wishing to
comment.

The commission will recess at approximately 5 p.m. Commissioners and some DEQ staff may attend an informal, optional and self-pay dinner in downtown Portland on Thursday evening. No commission business will be held during dinner. Public meeting law requires notice of this dinner.

I. Public Forum
At 8:30 a.m., the commission will open public forum. This item is scheduled for 60 minutes, but time allotted may be extended or shortened at the commission’s discretion. People may present comment in-person or remotely by teleconference call at one of several DEQ offices across the state. No comments may be presented on DEQ rulemakings for which the public comment period has closed. All people wishing to comment must complete request-to-speak forms and the commission may limit times based on the number of people wishing to comment.
People wishing to present comment by telephone may do so at several DEQ offices outside of the Portland area.

Lunch and executive

Commissioners and senior DEQ staff will meet with Oregon Department of Justice
