B. Informational item: Umatilla Chemical Demilitarization Program update
DEQ staff will present updates about permitting activities and project status at the Umatilla Chemical Agent Disposal Facility. The facility destroyed its last chemical munitions Oct. 25, 2011, and will begin the closure process this year.

C. Informational item: Update on Oregon’s Integrated Water Resource Strategy
DEQ staff and a Water Resources Commissioner will present information about the state’s Integrated Water Resource Strategy. The Water Resources Commission seeks EQC’s review, feedback and endorsement of Oregon’s first Integrated Water Resources Strategy and the December 2011 Discussion Draft of the strategy.

D. Informational item: Budget and Legislative update
DEQ staff will present an update on state and agency budget development, and inform the commission about the 2012 Legislative session.

E. Informational item: Wave energy in Oregon
DEQ staff will present information about wave energy in Oregon, and a wave energy park planned in Reedsport.

F. Action item: Proposed permanent rules for small and mid-size boilers
This is a rulemaking item
DEQ staff will present proposed rules to exempt certain small and mid-size biomass boilers from the existing Heat Smart rules. The proposed rules would revise language in the 2011 Heat Smart program rules that had the unintended consequence of limiting the sale and use of some small-scale biomass or solid-fuel-burning commercial, industrial and institutional boilers.

G. Informational and discussion item: DAS streamlining
Michael Jordan, DAS director and the state’s chief operating officer, will meet with the commission to discuss streamlining efforts at the state level and Governor Kitzhaber’s 10-year plan for Oregon.

Director Pedersen will provide an update on DEQ activities and projects, and other state and national items of interest.

Some DEQ staff and commissioners may attend an informal social dinner on Thursday, February 16, following the meeting. This dinner is self-pay, optional and not part of the formal meeting agenda. State meeting law requires notice of this dinner.

I. Public Forum
At 8:30 a.m., the commission will open public forum. This item is scheduled for 60 minutes, but time allotted may be extended or shortened at the commission’s discretion. People may present comment in-person or remotely by teleconference call at one of several DEQ offices across the state. No comments may be presented on DEQ rulemakings for which the public comment period has closed. All people wishing to comment must complete request-to-speak forms and the commission may limit times based on the number of people wishing to comment.
People wishing to present comment by telephone may do so at the Eugene, Medford, Pendleton or Bend offices.

J. Informational item: Multi-agency climate change project presentation
DEQ staff and representatives from the Governor’s Office, Oregon Department of Transportation, Oregon Department of Energy and Oregon Department of Land Conservation and Development will update the commission on Oregon’s efforts to reduce greenhouse gas emissions, and how these efforts connect to Governor Kitzhaber’s 10-year energy plan. This informational item is also scheduled for meetings of the Land Conservation and Development Commission and the Oregon Transportation Commission in early 2012.
