Town hall-style informational session with DEQ and the commission

The commissioners and staff from DEQ will hold a town hall-style informational session for the public from 7 to 8:30 p.m. This session is not part of the formal meeting agenda, and is an informal opportunity for people to discuss local environmental concerns with EQC and DEQ.

Light refreshments will be provided at the informational session.

A. Action item: Review and approval of the minutes from the April 21-22, 2011, regular EQC meeting

The commission will review and approve, either as presented or with amendments, the meeting minutes from the April 21-22, 2011, regular EQC meeting.

B. Informational item: Update on the Umatilla Chemical Agent Disposal Facility

DEQ staff will provide an update on the chemical agent destruction progress at the Umatilla Chemical Demilitarization Facility and general program updates.

C. Action item: Water quality human health criteria standards

This is a rulemaking item
DEQ staff will present water quality human health criteria standards for commission action. The proposed standards would address a gap in human health protection provided Oregon’s current water quality standards. The proposed standards include three specific permit implementation tools and clarification of state agency roles for the protection of water quality.

D. Action item: Water quality permit fees

This is a rulemaking item
DEQ staff will present water quality permit fee revisions for commission action. The proposed revision would increase most water quality permit fees by two percent, starting July 1, 2011, reflecting the projected increase in program costs. The proposed fee revisions include one-time fee for some smaller construction stormwater project permit fees, in lieu of an application fee and a permit fee.

Lunch and executive session
The commission will recess for an executive session and lunch from approximately 11:30 a.m. to 1:30 p.m. The session will be held pursuant to ORS 192.660(2)(f), (h).  

E. Action item: Contested case hearing

The commission will take action on a contested case hearing regarding AAA American Eagle Septic dba Hanks’ Septic.

F. Informational item: Budget and Legislative updates

DEQ staff will present updates on the status of the agency’s 2011-13 legislative agenda. The agenda includes the base budget, reduction options and budget policy packages that make up the Agency Request Budget and bills that the Oregon Legislature introduced in January.

Commissioners will present verbal updates on their activities and projects of interest for the commission.
 

Tour (tentative)

At approximately 3:30 p.m., the commission and some DEQ staff will tour Pendleton-area project sites of local and environmental interest. The content and location of the tour is subject to change.

The commission will recess at approximately 5 p.m. until 8:30 p.m. on Friday, June 17.

Commissioners and some DEQ staff may attend an informal dinner on Thursday, June 16, in Pendleton. The dinner is self-pay and optional and not part of the formal meeting agenda. State law requires notice of this dinner.

H. Public forum

At 8:30 a.m., the commission will open public forum. This item is scheduled for 60 minutes, but time allotted may be extended or shortened at the commission’s discretion. People may present comment in-person or remotely by teleconference call at one of several DEQ offices across the state. No comments may be presented on DEQ rulemakings for which the public comment period has closed. All people wishing to comment must complete request-to-speak forms and the commission may limit times based on the number of people wishing to comment.

I. Informational item: Household hazardous waste collection facility in LaGrande

Director Pedersen and the commission will recognize the project partners who helped site, plan, budget, and build a new local household hazardous waste collection program in northeast Oregon. The program serves the residents of Union, Baker and Wallowa Counties with a permanent household hazardous waste facility located in La Grande and satellite facilities located in Enterprise and Baker City. These are the first household hazardous waste collection facilities located in this region.

J. Action item: Temporary rules for biomass boilers

This is a temporary rulemaking item
This is a temporary rulemaking item DEQ staff will present temporary rules for commission action. The proposed temporary rules would exempt some small commercial and industrial biomass boilers from certain provisions of Oregon Heat Smart Program and establish a pathway to ensure that all exempted boilers meet other existing state and federal air quality standards.

K. Action item: Field burning memorandum of understanding

DEQ staff will present an updated memorandum of understanding, between EQC and the Oregon Department of Agriculture, for commission action. The proposed revised memorandum is a requirement of the Willamette Valley Field Burning Program and the requirement for an updated agreement has been in place since 1991.
