B. Informational item: Umatilla Chemical Demilitarization Program update
DEQ staff will provide an update on the chemical agent destruction progress at the Umatilla Chemical Demilitarization Facility and general program updates. The commission will recognize the completion of the facility’s successful munitions destruction campaign in November 2011. The campaign resulted in improved health and safety of all Oregonians due to the removal of chemical munitions, and is a major environmental success.

I. Action item: Proposed orphan bond sale and reimbursement resolution
DEQ staff will present a proposed resolution for commission action. The resolution would authorize DEQ to issue a bond sale and provide reimbursement funds related to hazardous waste and orphan sites for which DEQ provides cleanup services but no responsible party exists to pay for the services. If approved, DEQ will hold a bond sale in November 2012.

C. Informational item: Completion of the City of Portland Big Pipe project
DEQ staff and representatives from the City of Portland Bureau of Environmental Services will present information on the completion of the city’s Big Pipe project, a 20-year endeavor to reduce sewer overflows and improve Oregon’s water quality. The commission is responsible for the final oversight of this major project.

D. Action item: Proposed adoption of the Eugene-Springfield PM10 Maintenance Plan
This is a rulemaking item
DEQ staff and representatives from the Lane Regional Air Protection Authority will present rule revisions for commission action. LRAPA is responsible for the air regulations in Lane County, but the commission must approve any changes to these regulations and authorize DEQ to request that EPA approve the changes as a revision of the Oregon State Implementation Plan under the Clean Air Act. The proposed changes would designate the Eugene-Springfield as a maintenance area for PM10, coarse particulate matter, instead of the current nonattainment designation.

E. Action item: Proposed permanent rules for small and mid-size boilers
This is a rulemaking item
DEQ staff will present rule revisions for commission action. The proposed permanent rule replaces temporary rules for the Heat Smart program, and provides definitional clarity about the parties subject to the program rules. This proposed rule revision supports biomass-based economic development projects in Oregon scheduled to begin this year.

F. Informational and discussion item: Commission annual self-evaluation
DEQ staff will present the summary results and analysis from the commission’s annual self-evaluation survey. The commission is required to complete this survey as DEQ’s Key Performance Measure 16, and as a best practice for Oregon boards and commissions.

G. Informational item: Conservation Effectiveness Partnership
DEQ staff will present information about the Conservation Effectiveness Partnership. DEQ is a member of this partnership, along with the Oregon Watershed Enhancement Board, Oregon Department of Agriculture and U.S. National Resource Conservation Service.

DEQ staff will present an update on state and agency budget development, and inform the commission on Legislative items of interest prior to the 2012 Legislative session.

J. Informational item: DEQ’s toxics strategy and opportunities
DEQ will provide an update on DEQ’s draft Toxics Reduction Strategy. Jennifer Allen, Portland State University, will present information on green chemistry and opportunities for Oregon leadership in the development and use of safer chemicals.

At 10 a.m., the commission will open public forum. This item is scheduled for 60 minutes, but time allotted may be extended or shortened at the commission’s discretion. People may present comment in-person or remotely by teleconference call at one of several DEQ offices across the state. No comments may be presented on DEQ rulemakings for which the public comment period has closed. All people wishing to comment must complete request-to-speak forms and the commission may limit times based on the number of people wishing to comment.
