The commission will convene at approximately 8:30 a.m.

  1. Informational and discussion item: Stakeholders
    [Staff report]

    Representatives from environmental groups, municipal and local governments, industry organizations and business interests will respond to and discuss two framing questions:

    1. What will be Oregon’s major environmental challenges in 20 years?
    2. What is DEQ’s role in response to these issues?

    This item is part of DEQ’s process to update its Strategic Directions for the years 2012-2018. Items A, B, C, D, E, F, I, K, N, O, R, U and V are part of this process, and will have information and discussion from project partners, state agencies and other governments using the same framing questions and general information.

     
  2. Public forum for Strategic Directions
    This item is scheduled at 10:45 a.m. Time allotted for this item is one hour, and may be extended or reduced at the commission’s discretion.

    The commission will open a forum for any member of the public or organization to comment on DEQ’s Strategic Directions process and content. All people wishing to comment will be asked to complete a request-to-speak form.

  1. Informational and discussion item: EPA
    [Staff report]

    Dennis McLerran, EPA Region 10 Administrator, will discuss Oregon’s major environmental challenges in 20 years, DEQ’s response to these issues, EPA’s planning and vision and other environmental concerns.

    This item is part of DEQ’s process to update its Strategic Directions for the years 2012-2018. Items A, B, C, D, E, F, I, K, N, O, R, U and V are part of this process, and will have information and discussion from DEQ staff, project partners, state agencies and other governments using the same framing questions and general information.

  2. Informational and discussion item: Government-to-government discussion with tribes
    [Staff report]

    The nine federally recognized tribal nations present in Oregon are invited to hold a government-to-government discussion with the commission on Oregon’s major environmental challenges in 20 years and DEQ’s responses.

    This item is part of DEQ’s process to update its Strategic Directions for the years 2012-2018. Items A, B, C, D, E, F, I, K, N, O, R, U and V are part of this process, and will have information and discussion from DEQ staff, project partners, state agencies and other governments using the same framing questions and general information.

  3. Informational item: Information technology
    [Staff report]

    DEQ staff will present information on the information technology and systems at DEQ and information on a vision for systems improvements and efficiencies.

  4. Informational and discussion item: Land use
    [Staff report]

    This item will provide an overview of the ways DEQ becomes involved in land use related issues, Oregon’s land use system and DEQ’s role in working with other agencies to address land use-related pressures.

The commission will recess at approximately 4:45 p.m. until Thursday, October 21.

DEQ staff and commissioners may attend an informal dinner in downtown Portland. The dinner is not a part of the formal meeting agenda, and no commission business will be discussed.

  1. Action item: Adopt minutes of the August 18-19, 2010, regular commission meeting
    [August minutes]

    The commission will review, amend if necessary and approve minutes from the August 18-19, 2010, regular EQC meeting.

  2. Action item: Magar contested case

    Attachment Z is two audio files and not posted here due to bandwidth concerns. Please contact the commission assistant for a copy of these files

    The commission will hear and take action on a contested case regarding water quality violations.

  3. Action item: Clean Water State Revolving Fund loan program rules
    [Staff report, attachments A through G]

    DEQ staff will propose amended rules for the Clean Water State Revolving Fund Loan program. The commission will review and take action on the proposed rules regarding loans to communities for water quality improvements.

  4. Informational and discussion item: Strategic Directions communication discussion
    [Staff report]

    Staff from DEQ’s Office of Communication and Outreach will present on DEQ’s communications strategies, challenges and vision for future communications.

  5. Informational and discussion item: State natural resource agencies

    Representatives from the Governor’s natural resource office, Department of Forestry, Department of Agriculture, Water Resources Department and Department of Fish and Wildlife will discuss Oregon’s major environmental challenges in 20 years and DEQ’s role in response to these issues.

Lunch and executive session
The commission will met in executive session from approximately noon to 1:30 p.m. to consult with counsel concerning legal rights and duties regarding current or potential litigation against DEQ. This executive session is held pursuant to ORS 192.660(2)(f), (h).

  1. Action item: Combined sewer overflows in Astoria
    [Staff report, attachments A through D]

    DEQ water quality staff will present amendments to a stipulation and final order concerning Astoria’s combined sewer overflows for the commission’s consideration and action.

  2. Informational item: Water quality 401 program proposed fee increase
    [Staff report and attachment A]

    DEQ water quality staff will discuss a proposed rule to increase fees paid by applicants to the 401 water quality certification program. This item is informational only, and the commission will not take action on any proposed rule.

     
  3. Informational and discussion item: Urban nonpoint pollution
    [Staff report]

    DEQ water quality staff will present information about and discuss nonpoint pollution from urban sources.

  4. Informational and discussion item: Economics and funding

    DEQ staff and Bob Costanza, director of Portland State University’s Institute for Sustainable Solutions, will present information about ecosystem services, ecological economics and funding models.

  1. Public forum
    Time for this item is allotted at one hour, and may be extended or reduced at the commission’s discretion.

    At 8:30 a.m. on Friday, October 22, members of the public are invited to address the commission on any issue of environmental concern of interest. No comments may be presented on DEQ rulemakings for which the public comment period has closed. All people wishing to comment must complete request-to-speak forms and the commission may limit times based on the number of people wishing to comment.

    People wishing to comment remotely may do so by telephone at the Bend, Pendleton or Medford DEQ offices. Those offices will be open and DEQ staff will be present to facilitate the process at 8 a.m.

  2. Action item: Greenhouse gas reporting rules
    [Staff report, attachments A through H]

    DEQ air quality staff will present proposed rules for the greenhouse gas reporting program. The commission will review and take action on the proposed rules.

     
  3. Informational and discussion item: Public health
    [Staff report]

    Representatives from the Oregon Department of Human Services will discuss Oregon’s major environmental issues in 20 years and DEQ’s role in response to these issues.

  4. Informational item: Climate change
    [Staff report]

    Angus Duncan, chair of the Oregon Global Warming Commission, will the “Roadmap to 2020,” outlining Oregon’s goals and vision for meeting its greenhouse gas reduction goals by 2020 and making improvements beyond this date. This item is fifth in a series of informational items on climate change.

  1. Informational item: Oregon’s Economic Revitalization Team
    [Staff report, attachments A and B]

    Ray Naff, Governor’s office staff and director of the Oregon Economic Revitalization Team, will present information on ERT, its mission, benefits to small communities and state agencies and the team’s goals and objectives in the 2009-11 biennia.

  2. U. Informational and discussion item: Department of Justice Strategic Directions discussion
    [Staff report]

    Attorney General John Kroger will discuss Oregon’s major environmental issues in 20 years, DEQ’s role in response to these issues and the relationship between the Department of Justice and DEQ for the prosecution and prevention of environmental violations and crimes.

    Representatives from ASCFME Local 3336, the union representing DEQ’s staff, will present information and discuss Oregon’s major environmental challenges and DEQ’s role in response to these issues.
