Willamette Basin Total Maximum Daily Loads (TMDLs) -
The Willamette River TMDLs Council

The Willamette River TMDLs Council functions as an advisory group and aims to achieve broad consensus among all involved parties on how to address water quality problems in the Willamette Basin.

The Councils focus is Total Maximum Daily Loads (TMDLs) analyses for temperature and mercury for the main stem of the Willamette River. When the results show the amount of pollution that the river can absorb and still meet water quality standards, the Council will help guide efforts to create a water quality management plan to bring the Willamette River into compliance with federal and state water quality standards. For other Willamette Basin TMDLs, DEQ is seeking input at the local level in cooperation with representatives from local governments, watershed councils, soil and water conservation district staff, and other local interest groups and individuals.

Oregons Legislature prioritized the completion of the Willamette Basin TMDLs, and DEQ has been working hard to gather, analyze and process data for TMDL development. The Council has been providing input and advice in order to help DEQ make key decisions on the Willamette Basin TMDLs. The Council has also worked with DEQ to ensure that the TMDL and associated Water Quality Management Plans lead to necessary water quality improvements in the Willamette. DEQ has made decisions after considering input and comments from the Council and the public.

Invited stakeholders have joined the Council and are donating their time to the process. A neutral professional mediator facilitates the meetings. Current funding is received through a cooperative effort with the US Bureau of Land Management and the US Institute for Environmental Conflict Resolution.
